TPSBattM.exe is Toshiba battery saving software for their notebook computers.
The details are thin. TPSBattM.exe might help save battery power or it might only display remaining battery power. TPSBattM.exe wastes memory and screen space when you run on mains power. There should be a way to tell TPSBattM.exe to not start if the computer is started on mains power or to disappear when on mains power and the battery reaches full charge.
The problem is not just TPSBattM.exe, it is the dozens of little processes that start all the time instead of only when you need them. OpenOffice starts a stupid fast start
thing that slows down your computer start up. Buried somewhere in the OpenOffice options is an option to not start the fast start process until you first request an OpenOffice document. The same type of control should be available for TPSBattM.exe and the other 21 unused processes clogging up Toshiba Windows XP notebooks.
Do not delete the process. When using battery power, you need TPSBattM.exe to blink at you when the battery is running low. If you always run on mains power, look through the Toshiba options to delete or disable TPSBattM.exe.
